[PC-BSD Translations] wiki changes

Hello!

For those who may not know already, there have been significant changes
made to the wiki which should help those who use it for translation of the
handbook. There is versioning on the site for the handbook portion, which
means that the original v9.2 pages at
http://wiki.pcbsd.org/index.php/PC-BSD%C2%AE_Users_Handbook/9.2 are
protected from further revision/vandalism but additional translation can
continue.  The v10.0
handbook<http://wiki.pcbsd.org/index.php/PC-BSD%C2%AE_Users_Handbook/10.0>
is
also available to work on for those who wish, but it is in constant
development until release.  However, where the v9.2 and v10.0 handbooks
still match, there should be the option of using any v9.2 translations
already made as a starting place for the v10.0.

Translators should be aware that *the old NavHeader will no longer display
properly*.  Check your translation against the original to see that
{{Navheader|forward=foo|back=bar}} was replaced by
{{UseTOC{{putVers}}|TOC}} which removes any need to include any 'forward'
or 'back' link page titles.  If the page name needs adjustment to include
{{r}} or perhaps lowercase formatting (such as with i3) then
{{UseTOC{{putVers}}|TOC|title=i3}} is how for example. Just as before,
pages that have not yet had their page title (the very first line in the
translation table of the wiki for that page) translated may cause various
errors to be displayed, such as redlinks.

The table of contents on the preface page has been replaced by
{{UseTOC{{putVers}}|TOC}} which should also automatically localize the
links that have had their page names translated (note above).

Internal page links will auto-translate (as noted above, if their page name
has been translated) where the 'local' template is used:
{{local|link=localpagename|custom text as needed}}

An editor's stylesheet<http://wiki.pcbsd.org/index.php/User:Tigersharke/editorFXcss>may
help as well, use all or part to help see changes that may be needed.
 The CSS is commented to explain.

Thats about all I can think of.  If there are any problems or suggestions
for improvement, please let me know.
