[PC-BSD Translations] Different ordering of strings

Hi all

I am Walter Cheuk from Hong Kong, new to here and hoping to help
translate PC-BSD into Chinese.

Here a problem I ran into: The string 'The field is empty' of
pcbsdusermanager appears at different position for Chinese (Taiwan)
(zh_tw) and Chinese (Hong Kong) (zh_tw) translations. It appears at
field #23 at zh_tw but field #3 at zh_hk, making the 'alternative'
translated strings do not appear for field #1-23.

Can anyone help?
