[PC-BSD Translations] New pootle instance ready for testing

Alright everyone, sorry for the churn, the upgrade is done and back in 
business.

New URL is http://pootle.pcbsd.org 

The old one redirects to it.
Please let me know if you encounter any issues.

This upgrade provides us with: (just the highlights)

- Faster (memcache and lucene) 
- Suggested translations from google translate
- The bug that was mangling translated strings should be fixed

Along with the latest version of pootle and translate-toolkit.
