[PC-BSD Translations] Is there a way for low speed connection?

I mean, is there any thing like winCVS? which can help me to download files
from Pootle and translate offline. because i v a low speed connection.
I noticed Qt linguist you said, it is good, but it looks not able to be
integrated with Pootle....
