 This is just like the KDE issue in #903: Cinnamon has it's own Keyboard
 module/daemon(s) (called IBUS and GNOME settings daemon) that is
 overwriting the current system keyboard layout on login.

 We are still looking for a way to disable these two services by default:
 but are having issues finding where the startup settings get saved
 (replacing ~/.config/dconf/user does not seem to make any difference).

 Workaround: go to Cinnamon settings -> Startup Programs and disable IBUS
 and GNOME settings services. Then logout/login.
