Comment:

 Not so sure this is a bug. Do you have your timezone set properly on both
 systems? PC-BSD uses NTPD to sync the time, so assuming the timezone is
 correct, its only going to change it to that. I.E if you have PC-BSD set
 to UTC and windows to localtime, or visa-verse that could be the source of
 the problem.

 FWIW, it works fine on my dual-boots here.
