 I was able to reinstall the system and ifconfig scans, connects, and
 generally the system works. by installing wifimgr from ports I was able to
 get a GUI for the non-techy owner of the laptop. pc-nettray appears to be
 the offending application, not the driver. ( I had attempted to wrap the
 driver from dell's site on 9 as I had done on PCBSD 8.x but found it was
 unnecessary as the card was indeed supported immediately after install ).
