 I'm pretty sure I don't have a lot of control over this, since its a
 driver issue. However, you can confirm the problem by changing drivers in
 the display wizard to "nv" then check if you can switch to different VC's
 without refresh rate issues. If it works there, then it is for sure a
 driver bug, and the nvidia driver 195.22 is a beta, so you'll want to
 report it, along with details about your system hardware / monitor to
 nvidia:
