 While installing, we can chose a language of system, like Russian.
 But it's halfway solution, since created user have only English layout
 enabled.
 This should be fixed, for all Languages which are not English, newly
 created system must have:
 1. Layout switching enabled
 2. Additional language (besides english) must be added out-of-box

 And possibly, if this not complicated, we should adjust layouts during
 install, maybe someone wants third language, and/or specific keyboard
 shortcut for language switching.
