Comment:

 Intruding in /etc/rc.conf I think is wrong;
 How about detect if service enabled, if not - then start command like
 this:

 /etc/rc.d/{service} forcestart

 it's pretty well documented in /etc/rc.subr

 This would be nicer solution than exists one.
