Comment:

 This should be corrected in SVN now. Layout switching is enabled, when
 using a non-standard keyboard layout. However, there is nothing to stop a
 user from going to System Settings -> Region & Language and adding as many
 layouts / locales as they wish post-install. It seems redundant to ask for
 all that during the install, when its readily available in KDE.
