Is it a old version of pkgng? You'll probably need to update it to a
later version which uses the newer key schemes. On your 10.x host
system, take a look at /usr/local/etc/pkg.conf and
/usr/local/etc/pkg/repos/pcbsd.conf, you'll need those two files in the
jail to work with the newer pkg format.
