[PC-BSD Testing] updating pkg blows away sudoers

Uname reports 9.2-RELEASE-p9.  Three systems in a row:

    /usr/local/bin/pc-updatemanager pkgupdate

then reboot, log back in, sudoers is not local sudoers.
