[PC-BSD Testing] Only Service Manager and System Manager have tooltips

Steps:
1. Open Control Panel
2. Hover your mouse on Service Manager and System Manager
3. Notice that tooltips will appear
4. Hover your mouse on other Control Panel items like GDM Configuration,
Active Directory and LDAP, etc
5. Notice that no tooltip will appear
