Ok, I found and fixed the bug. Do this:

% svn co svn://svn.pcbsd.org/pcbsd/current/src-sh/pc-metapkgmanager
pc-metapkgmanager
% cd pc-metapkgmanager
% sudo make install

Then do the removal / add of Apache again. Does it work now?
