[PC-BSD Testing] "Filesystem dirty" after hard shutdown in UFS

I cannot boot to desktop after a hard shutdown.
Boot will go to /bin/sh prompt.
I tried fsck -y but /usr return a filesystem still dirty error.
I tried restarting many times and doing fsck many time still /usr is dirty.

Is UFS vulnerable with hard shutdowns?
This happen in Virtualbox.
