Install using PC-BSD x64 9.1-RC2 (default KDE desktop):
- open Firewall Manager from PCBSD Control Panel
- deselect "Enable Firewall on startup" checkbox
- answer "Yes" to the question confirming you want to turn off firewall completely
- close Firewall Manager window
- reopen Firewall Manager
- "Enable Firewall on startup" is again selected

It appears one can not disable the firewall using the GUI, however the user can successfully disable the firewall by removing or commenting out the pf_* lines in /etc/rc.conf.
