[PC-BSD Testing] Install all menu icons (all users) in AppCafe only works with root password

We already have the ability to add desktop/menu entries on a per-user 
basis in the AppCafe (right-click on any installed PBI). This thread is 
specifically talking about the third available option of adding menu 
entries for all users.
