I tried 8.2 a 2nd time and stuck at the same place again.  I downloaded 9 and got stuck in the exact same place as well.  I tried a 3rd time without any added components and stated "the installer encountered an error and has been halted".  Tired a 4th time it was unable to find any OS to upgrade.  Tried a clean install and got "the installer encountered....."

I am going to try to find a larger sized thumb drive and skip network install.
