I added second user, and I couldn't launch konsole under him.
error is:

$ konsole
konsole(8471) KLocalePrivate::initEncoding: Cannot resolve system 
encoding, defaulting to ISO 8859-1.
konsole(8471): Attempt to use QAction "change-profile" with KXMLGUIFactory!

That's important for me too :(
