Kris, opera didn't took system filehandler.ini;
more, it's in not good format, it has 3-bytes header, which is missing 
in filehandler.ini - view some others ini files in HEX mode to see it;

How about first time start, when creating ~/.opera/  just copy there 
system filehander.ini ? Of course, when it'll be in correct format.

Problem - when unable to create irc chat account persist still  :(
