No, you are not blind :)

So far KDE doesn't have the printing tools in the "system-settings" 
utility. I think its because all the GUI print tools are written with 
python-kde4 bindings, and so far they haven't set it up to embed into 
the system-settings tool properly.

It is available via kmenu -> system -> printing though, just have to 
remember to pull it up from there.
