I checked and didn't see any option to move threads. I assumed it would
be under Thread Tools, or next to the reply/report/thank buttons. I seem
to have a new option to "add infraction", but I'm not seeing a move
option?

Give it another shot now, on the sub-forum post listing, you should be
able to click a thread, and choose the option "move" at the bottom.
