[PC-BSD Pbi-dev] New submission misc/xiphos

This is my first attempt at a pbi, so I am expecting there to be some rough
edges on this one.

At this moment, I do not have sufficient resources to run configuration
through the pbi-build system, so I am looking for a little assistance as
needed.

Please find an attached tarball with what I hope is what you need to make
this happen.
