[PC-BSD Docs] new Documentation Manager

Guys,

Just to let you know that Fred Gibbs has taken over from me as the new Doc
Manager. My work and other things are taking up too much time to properly
drive this project.

I'm sure he'll will introduce himself and let you know what his plans are.

I won't be leaving PC-BSD but just can't put in as much time as I wished.
