[PC-BSD Dev] ZFS 'Device Busy' error

While working on the disk manager, I found a strange behavior:

If I create a pool, I can destroy it, export it, etc. and the command 
'zpool' will unmount the filesystems as needed.
But if I create a pool, then reboot, zpool can no longer unmount it 
(giving 'Device Busy' error). Also ZFS and 'umount' can't unmount the 
devices unless they are forced with -f.
Any ideas which process might be keeping these resources open?
I need to resolve this for the GUI frontend to work properly.
