[PC-BSD Dev] Global proxy configuration

Hello

I have an idea to add ability to change proxy configuration for whole
system but not only for pcbsd utils.
I can modify setProxy* methods in pcbsd utils to add lines to
*/etc/profile:*
FTP_PROXY=""
HTTP_PROXY=""
and possible to */etc/make.conf:*
FETCH_ENV=FTP_PROXY=""
FETCH_ENV=HTTP_PROXY=""

What do you think?
