I'm not sure if I did anything special. For zh_TW there was a single 
entry marked as "fuzzy" and as soon as I turned that off, it said 100% 
complete and the rest looked fine. Maybe it was a pootle quirk?

As for downloading files, I'm not sure where you can do that via Pootle, 
if at all.
