[PC-BSD Dev] Development Guidelines

Hey guys,

Kris and I have just worked out a set of basic development guidelines for work 
on PC-BSD:

If you could all give them the quick once over, I'd really appreciate any 
comments or suggestions you might have.

You might also want to check out the new Developers' index page on the Trac 
wiki:

Wiki access is read only for anonymous users, but if you want/need to add 
something, follow the register link and I'll sort out your permissions.
